How to Make a Written Public Comment

1. Compose your written comments in the format of your choice. For example, a Microsoft Word document or a PDF scan of a physical printed document. You’ll want to have this file prepared in advance.
2. Visit the eFiling Public Comment Portal.
3. Enter the docket number 240600148. This should automatically locate and fill in the fields for Operator and Application Type.
4. Enter your name and email address. Your role should be set to Public Commenter.
5. Select Attach public comment to attach the file you prepared.
6. Submit your comment no later than Sunday, February 2.
